Kristopher’s Law to Hold Elevator Safety Standards to a Higher Level

Tuesday, October 2, 2018, marked the day that Senate Bill 934, known as Kristopher’s Law, was signed by Pennsylvania Governor Tom Wolf, following a unanimous approval by the Senate Labor and Industry Committee. Senators Lisa Baker (R-20th) and John Yudichak (D-14th) introduced the Bill following an incident involving Luzerne County Corrections Officer Kristopher D. Moules. In 2016, Officer Moules and an inmate died after an altercation and a fall down an elevator shaft at the Luzerne County Prison.
The new legislation includes an Elevator Safety Board. Membership to the board will include those with expertise in elevator safety. They will conduct a monthly review of issues related to elevator construction, maintenance, and inspection. The body will also have regulatory authority, including the ability to grant exceptions and variances to existing codes.
“By passing this legislation, we are honoring the life of Luzerne County Corrections Officer Kristopher Moules as we work proactively to ensure that more stringent safety measures for elevators are considered by the Department of Labor and Industry,” said Representative John Yudichak.
