Williams Testifies Before PA Legislature

PA Commercial Attorney, Richard WilliamsAttorney Richard M. Williams, a principal in the law firm of Hourigan, Kluger & Quinn, recently testified before two Pennsylvania legislative committees in Harrisburg regarding bills that would streamline the application process for the collocation of wireless transmission facilities on existing structures throughout the Commonwealth.

Williams, who is widely recognized as one of the region’s foremost authorities on telecommunications law, testified before the House Committee on Consumer Affairs regarding House Bill 2061, and before the Senate Committee on Communications and Technology regarding Senate Bill 1345.Williams represents wireless carriers in siting cell towers and related telecommunications equipment throughout Northeastern and Central Pennsylvania.

In his testimony, he cited examples to illustrate how the approval process could be streamlined for collocating wireless transmission facilities on existing structures like towers, water tanks, utility poles, hospitals, schools, apartment buildings, farm structures and other types of buildings. Such structures, he said, are ideal for the installation of wireless facilities and “offer the community with the least obtrusive alternative to the construction of a new (cell) tower.”

Williams recommended a number of substantive changes to the language in the bills to comply with existing federal law and improve the approval process for collating wireless facilities.

“Unreasonable barriers to the prompt and efficient build-out of wireless networks exist throughout the Commonwealth,” Williams testified. “These barriers serve to limit and hamper the communications infrastructure which will be critical to the residents and businesses of the Commonwealth in the 21st Century.”

A graduate of Penn State and the Dickinson School of Law, Williams is a principal in HKQ’s Commercial Department with a focus on telecommunications, real estate, zoning and land use planning. He is a member of the Luzerne County and Pennsylvania bar associations. He is a graduate of Leadership Wilkes-Barre, and a member of the Penn State Wilkes-Barre Advisory Board. He has authored numerous articles and lectured on the topics of commercial lending requirements and loan documentation, foreclosures, evictions and landlord/tenant law, and land use planning in Pennsylvania.
