CITY GOES TO 'SECRET WEAPON' IN ARBITRATION APPEAL

SCRANTON - The city has what it hopes is a secret weapon in its battle to overturn a police arbitration decision.

The city's case is being handled by Wilkes-Barre-based attorney Richard M. Goldberg, who was responsible for writing an opinion that led to Act 111, the 1968 state legislation granting police and fire unions the right to binding arbitration.
